THE SHOCKING SHOCKERS

Wichita State has gone from a ninth-seeded mid-major aiming to win an NCAA game to an unexpected arrival in the Final Four.

Just how unexpected?

According to ESPN, less than 1 percent ? 0.24 percent, to be exact ? of 8.15 million brackets submitted in ESPN's Fantasy Tournament Challenge had the Shockers reaching the national semifinals.

Head over to Yahoo! for its Tourney Pick 'Em contest, and only 32 percent of more than 3.3 million brackets had the Shockers even winning their opener against Pittsburgh, much less beating top seed Gonzaga and No. 2 seed Ohio State on the way to the West Region title.

WICHITA STATE 101

Since Wichita State isn't a household name, here's a quick primer to impress friends with your Missouri Valley Conference knowledge:

The school opened in 1895 as Fairmount College, then became the Municipal University of Wichita in 1926 on the way to becoming a state university in 1964. It has an enrollment of 14,893 students.

The "Shockers" mascot is short for "Wheatshockers" and recalls when students shocked wheat to earn money during the harvest season, according to the school's web site.

While the Shockers reached the Final Four in 1965 and won the College World Series in 1989, the most successful athletic program has been ? surprise! ? bowling. Wichita State has 19 national championships between its men's and women's programs since 1975.

Among the school's biggest sports names: former NFL coach Bill Parcells, a former Shockers football player; former NBA player Xavier "The X-Man" McDaniel; and former big leaguer Joe Carter, who hit the World Series-clinching home run for Toronto in 1993 against Philadelphia.

K, THE ACC AND THE FUTURE

AP Sports Writer Michael Marot reports from Indianapolis that Duke's Mike Krzyzewski is thinking about more than just Sunday's regional final against future Atlantic Coast Conference member Louisville.

"For all these schools that have joined, it makes (the ACC) the most powerful basketball conference, I think ever," Krzyzewski said Saturday of the latest round of conference realignment. "I hope our league is able to understand the assets that we've accumulated and what it does to the assets we already have. I think if positioned properly, it sets us apart from anybody, and we should look at where football is or whatever."

Next year, the league will add Syracuse ? which beat Marquette in a Big East matchup for the East Regional title Saturday ? along with Pittsburgh and Notre Dame. The Cardinals are scheduled to join in 2014 when Maryland bolts for the Big Ten.

Krzyzewski is already urging ACC officials to start contemplating what they need to do to avoid other leagues from poaching ACC schools. He said the best way is to rethink how the ACC does business ? down to developing its own TV network or where it holds its tournament.

"In other words, to take a real close look at our league with the new members and say: Why are we different, why are we better and how can we be the top league?" Krzyzewski said. "If we don't do that, then we're negligent, to be quite frank with you."

CIVIC PRIDE

John Salley says he'll feel like a proud host when the Final Four returns to Atlanta.

"I cannot wait," Salley told AP Sports Writer Charles Odum. "Ever since last year, I've been talking about this to all my friends. I get to show all the people in Atlanta what I do, my hosting technique."

Atlanta was Salley's home from 1982-86 when he played for Bobby Cremins at Georgia Tech. The 6-foot-11 Salley helped lead the Yellow Jackets to their first ACC championship in 1985, though that team fell a game short of the Final Four.

"That school is where I grew up," he said. "That city is where I became a man."

For the Final Four, the former NBA player is joining Kareem Abdul-Jabbar as celebrity hosts for the NCAA official VIP pregame hospitality event hosted by PrimeSport. For one price, fans can attend the VIP pregame events at the Georgia World Congress Center and then attend the games next door at the Georgia Dome.

The packages can include food, drinks, entertainment, tickets and even travel to Atlanta.

"It's the party of all parties," Salley said. "I put on a good show, so I've been told."

DON'T LOOK AWAY

News flash: people like to watch NCAA tournament games on television, especially when upstarts and big-name programs are involved.

CBS Sports and Turner Sports reported Saturday that Friday's round of 16 games on CBS and TBS ? featuring 15-seed Florida Gulf Coast along with perennial heavyweights Duke, Kansas, Louisville and Michigan State ? earned an 8.2 household rating and 16 share. That was up 22 percent from last year and the highest for a Friday regional semifinal since 1994.

Overall, the tournament is averaging a 6.1 household rating and a 13 share for its highest ratings since 1998.

Kansas' loss to Michigan on Friday night left Louisville as the last No. 1 seed in the tournament.

This is only the third time in the 29 years since the tournament expanded to 64 teams that only one No. 1 seed reached the regional finals, according to STATS. The only other times that a single No. 1 made it to the round of eight came in 2000 with eventual champion Michigan State and 2011 with Kansas ? which fell to VCU to miss the Final Four.

Four hurt in crash, attack at California Walmart

SAN JOSE, Calif. (AP) ? Four people were hurt Sunday when a driver crashed his vehicle into a Wal-Mart and then assaulted customers inside, police said.

Investigators have not determined how fast the driver ? described as a male in his 30s ? was going at the time of the crash but the car went about 10 to 20 feet into the store in San Jose. About 70 people were inside at the time, police Officer Albert Morales said.

After the crash at around 11:15 a.m., the unidentified driver got out of his vehicle and used a blunt object to attack people, Morales said. The driver was arrested when officers arrived.

One person suffered what Morales described as serious injuries. He did not know the extent of the injuries to the three other people but said they were not life-threatening.

Customer Sharon Kaye told the San Jose Mercury News the driver sideswiped her car as he made several runs around the parking lot before driving between poles at the entrance and crashing into the store.

"At first, I thought I may have done something to anger him while driving," she said. "But then I realized he was out to get into the store."

After the crash, the entrance to the Wal-Mart was roped off with yellow police tape, and workers put up large boards covering the automatic doors where the car had entered.

Calls to the store by The Associated Press went unanswered Sunday.

Pope presides over Easter vigil service

VATICAN CITY (Reuters) - Pope Francis, leading the world's 1.2 billion Catholics into Easter for the first time, on Saturday urged those who have strayed from the faith to allow God back into their lives.

Francis, who was elected on March 13, presided at a solemn Easter vigil Mass in St. Peter' Basilica to usher the Catholic Church into the most important day of its liturgical calendar.

The immense basilica, the largest church in Christendom, was in the dark for the start of the service to signify the darkness in Jesus' tomb before what Christians believe was his resurrection from the dead three days after his crucifixion.

Some 10,000 faithful lit candles as Francis, the former Cardinal Jorge Bergoglio of Argentina, walked up the main aisle, and then the basilica's lights were turned on.

The 76-year-old Francis, wearing relatively plain white vestments - as opposed to the more elaborate robes preferred by his predecessor Benedict - delivered a simple homily recounting the Bible story of the women who went to Jesus' tomb but were surprised to find it empty.

He urged his listeners not to be "afraid of God's surprises," never to lose confidence during the trials and tribulations of daily life, and, if they have strayed, to let God back into their lives.

"Let the risen Jesus enter your life, welcome him as a friend, with trust: he is life! If up till now you have kept him at a distance, step forward. He will receive you with open arms," he said, speaking in Italian.

"If you have been indifferent, take a risk: you won't be disappointed. If following him seems difficult, don't be afraid, trust him, be confident that he is close to you, he is with you and he will give you the peace you are looking for and the strength to live as he would have you do," he said.

Another difference between Francis and his predecessor is that Francis reads his homilies standing behind a lectern like an ordinary priest instead of while seated on a throne.

He is still living in the same Vatican guesthouse where he stayed during the conclave that elected him the first non-European pope in 1,300 years instead of moving into the spacious and regal papal apartments in the Vatican's Apostolic Palace.

Francis has also been inviting ordinary people to his morning Mass at the guesthouse, including Vatican street sweepers and gardeners and staff of the guest house.

During Saturday night's service he presided at another Easter vigil tradition by baptizing four new adult members of the Church. They were from Italy, Albania, Russia and the United States.

Holy Saturday was the third of four hectic days leading up to Easter Sunday, the most important day in the Christian liturgical calendar.

On Easter Sunday he will celebrate another Mass and then deliver his first "Urbi et Orbi" (to the city and the world) message from the central balcony of St. Peter's Basilica to tens of thousands of people in the square below.

The balcony is the same spot where he first appeared to the world as pope on the night of March 13 after his election.

Texas district attorney, wife found dead at home

KAUFMAN, Texas (AP) ? Two months after an assistant prosecutor was gunned down, the bodies of a north Texas prosecutor and his wife were found in their home, authorities said.

Kaufman County District Attorney Mike McLelland and his wife, Cynthia, were found killed in their home on Saturday, Kaufman County sheriff's Lt. Justin Lewis said.

"Everybody's a little on edge and a little shocked," Forney Mayor Darren Rovell told The Associated Press on Sunday. "It appears this was not a random act."

Assistant District Attorney Mark Hasse was shot to death in a parking lot a block from his office on Jan. 31. No arrests have been made in his death.

Lewis declined to say how the couple died or whether authorities believe their deaths are linked to Hasse's. Police, FBI agents, Texas Rangers and deputies were all part of the investigation.

Rovell said what's so shocking is that the attack occurred at the district attorney's home, an unincorporated area just outside Forney, which has 15,000 residents within the city limits and about 40,000 in the area. Kaufman County is 33 miles southeast of Dallas.

Kaufman Police Chief Chris Aulbaugh told The Dallas Morning News that the McLellands had been shot in their home, and although investigators didn't know if their deaths were related to Hasse's killing, they couldn't discount it.

"It was a shock with Mark Hasse, and now you can just imagine the double shock and until we know what happened, I really can't confirm that it's related but you always have to assume until it's proven otherwise," Aulbaugh told the newspaper.

Sam Rosander, who lives in the same unincorporated area of Kaufman County as the McLellands, told the AP on Saturday that sheriff's deputies were parked in the district attorney's driveway for about a month after Hasse was killed.

Aulbaugh said recently that the FBI was checking to see if Hasse's killing could be related to the March 19 killing of Colorado Department of Corrections head Tom Clements, who was gunned down after answering the doorbell at his home.

Evan Spencer Ebel, a former Colorado inmate and white supremacist who authorities believe killed Clements and a pizza deliveryman two days earlier, was killed in a March 21 shootout with Texas deputies about 100 miles from Kaufman.

Hasse was chief of the organized crime unit when he was an assistant prosecutor in Dallas County in the 1980s, and he handled similar cases in Kaufman County.

"Anything anybody can think of, we're looking through," McLelland said after Hasse's death.

McLelland graduated from the University of Texas before a 23-year career in the Army, according to the website for the district attorney's office. He later earned his law degree from the Texas Wesleyan School of Law.

He and his wife have two daughters and three sons. One son is a police officer in Dallas.

McLelland and his wife had moved into the home within the past few years ago, Rozell said.

"Real friendly, became part of our community quickly," Rozell said. "They were a really pleasant happy couple."

Serotonin and Migraine Headaches

A serotonin migraine is due to a deficiency in a person's serotonin level. During a Serotonin migraine, the levels of Serotonin in a person's system may rise and suddenly fall prior to the migraine. Low levels of serotonin are linked to both migraines and depression.

There is a definite link between migraines and the levels of Serotonin in a person's body. Serotonin has been intensively studied and is believed to play a crucial role involving migraine headaches. Serotonin is an important neurotransmitter. It is important in the maintenance of extra cranial vasoconstriction.

Serotonin and its Production

Serotonin is a neurotransmitter that passes signals from one portion of a person's brain to another. While you might never have a doctor mention anything about Serotonin, some medications are supposed to increase levels of it in people who experience migraines and skilled headache specialists are aware of this fact. Serotonin is produced in a person's brain where its main function is, yet surprisingly ? 90% of Serotonin is found in a person's stomach and blood platelets.

Serotonin is made through a biochemical process. Changes in the levels of Serotonin in a person's brain may also alter their mood. A number of people are administered antidepressants to help with Serotonin migraines. Serotonin is an organic compound that is also known as, '5-hydroxytryptamine,' or, '5-HT.' In a person's body, approximately 90% is found in their stomach and 10% in their blood platelets. The levels of the neurotransmitter in a person's body, either too much or too little, has been linked to a number of disorders including:

• Bulimia
• Migraine
• Depression
• Alcoholism
• Cluster headache
• Seasonal affective disorder (SAD)

Serotonin appears to influence a person's mood and libido, as well as impacting blood vessel constriction. According to J. John Mann of the Columbia Presbyterian Medical Center, the message molecule flow from a nerve cell or, 'neuron,' onto other neurons act as receivers. There, they attach to a distinctly shaped area on the neuron referred to as a, 'receptor site.' The union, which is similar to a key fitting into a lock, then triggers signals which either permit the message to be passed on to other cells, or prevent the message from being passed forward.

While Serotonin does not appear to be the main cause of a migraine, low levels have been linked to migraine headaches for a long time. The majority of medication treatments of migraines influence Serotonin levels in one way or another, from the early use of, 'Ergotamine Tartrate,' the more recent, 'Triptan,' medications such as Imatrex. Repeated use of over the counter painkillers might actually lower levels of Serotonin in a person's body, potentially explaining why headaches begin returning on a regular basis when a person takes too many painkillers.

Hormonal headache might also have a relationship to Serotonin since the levels appear to be linked to estrogen levels. Recently, at least one genetic defect has been discovered that influences the production of Serotonin in a person's body. The defect, as well as other related defects, might explain why some people are more prone to disorders including depression.

Along with specific medications for migraine, Serotonin levels might be influenced by the foods a person eats. 'Tryptphen,' which is a precursor of the neurotransmitter in a person's body, can be found in a number of different foods. A newer means of increasing levels is by taking a 5-HTP supplement. People may be able to learn to recognize and avoid fluctuations in their Serotonin levels that affect their moods and appetite. People who experience migraines can reduce the frequency and severity of their headaches by avoiding certain activities and foods that are known to trigger migraines, as well as by selecting foods and activities that will raise their brain's supply of tryptophan.

Serotonin and Health

Serotonin is believed to influence several body functions. The majority of a person's brain cells are influenced either directly or indirectly by Serotonin, to include brain cells that are related to:

• Sleep
• Mood
• Memory
• Learning
• Appetite
• Some social behavior

Serotonin also plays a crucial role in a number of additional functions in a person's body. You might think that having low levels of Serotonin in your body could put you at risk of a Serotonin migraine and that the solution is to take more Serotonin ? this is not the case. The following is what may happen if a person develops, 'Serotonin syndrome,' by having levels of Serotonin that are too high.

Serotonin Syndrome

Serotonin syndrome happens when a person takes medications that cause high levels of Serotonin to accumulate in their body. Serotonin syndrome may happen when a person increases the dosage of a medication, or adds a new one to their regimen. Certain illicit drugs and dietary supplements are also associated with the syndrome. Too much Serotonin causes symptoms that can range from mild, such as diarrhea or shivering, to severe ? such as fever, muscle rigidity, and seizures. Severe Serotonin syndrome may even be fatal if not treated.

Milder forms of Serotonin syndrome might simply go away within a day of stopping the medications that are causing the symptoms. Sometimes, taking medications that block Serotonin can produce the same results. If a doctor switches your medications that raise Serotonin levels be sure to pay close attention and when it says to wait two weeks between taking one and another medication ? do so. Watch for symptoms of elevated levels of Serotonin such as:

• Fever
• Anxiety
• Flushing
• Paleness
• Headache
• Confusion
• Rapid breathing
• Poor coordination
• Irregular heartbeat
• Change in heart rate

Unfortunately, if a person's Serotonin levels are too low, they may also experience Serotonin migraine. It is important to pay attention to how much you take and the side effects. There are also easy ways to naturally stimulate the production of Serotonin. Regular exercise, relaxation, walking while the sun is out, spending time with a pet, or simply enjoying yourself are all ways to stimulate Serotonin production. All of these are also stimulate natural pain killers called, 'endorphins.'

North Korea Declares War On South - Business Insider

On Friday night North Korea said it had entered a state of war against South Korea.

American officials have responded.

"North Korea has a long history of bellicose rhetoric and threats and today's announcement follows that familiar pattern," Caitlin Hayden, a spokeswoman for National Security Council (which advises the U.S. president on matters of war), told CNN.

?Putting on a show is not the same as taking action,? an unnamed senior administration official told The Washington Post. ?Describing the situation as akin to war is not to be remotely confused with wanting a war, let alone going to war.?

"We have no indications at this point that it's anything more than warmongering rhetoric," an unnamed senior Washington defense official told CNN.

On Friday night Jungah Lee of Bloomberg reported that North Korea's state-run news agency released a statement saying the U.S. stealth bomber flights over South Korea Thursday were an ?unacceptable? provocation, and it was giving a ?final warning? to U.S.

South Korea's Yonhap News reported that there was "an emergency military meeting convened by leader Kim Jong-un on Thursday in which he reportedly approved plans for striking U.S. and South Korean targets." On Thursday Yonhap cited an unnamed military source in reporting increased activity at North Korea's mid- to long-range missile sites.

Early Saturday Max Fisher of the Post published the North's full statement, which he described as "typical, chest-thumping North Korean rhetoric that hits the usual points."

The two Koreas have been at war since their 1950-53 conflict finished in a cease-fire (as opposed to a formal peace treaty).

North Korean threats are often for domestic consumption, but Kim has taken the bombast to a new level this year.

Early this morning the North released photos which appear to show a missile strike plan to target four cities in the U.S.

Belligerent rhetoric from Kim has been escalating ever since the UN Security Council levied biting sanctions against the country following a long-range rocket launch in December and a nuclear test in February.

Tensions reached a fever pitch this month as the U.S. and South Korea performed annual joint military exercises.

The U.S. has said that it takes North Korea's persistent threats seriously and has planned for the nuclear-armed country's collapse.

America has wartime operational control of the South Korean military in the event of a provocation.

Acoustic time delay could improve phased array systems

Mar. 29, 2013 ? Radar systems today depend increasingly on phased-array antennas, an advanced design in which extensive grids of solid state components direct signal beams electronically. Phased array technology is replacing traditional electro-mechanical radar antennas -- the familiar rotating dish that goes back many decades -- because stationary solid state electronics are faster, more precise and more reliable than moving mechanical parts.

Yet phased array antennas, which require bulky supporting electronics, can be as large as older systems. To address this issue, a research team from the Georgia Institute of Technology has developed a novel device -- the ultra-compact passive true time delay. This component could help reduce the size, complexity, power requirements and cost of phased array designs, and may have applications in other defense and communication areas as well.

The patent-pending ultra-compact device takes advantage of the difference in speed between light and sound, explained Ryan Westafer, a Georgia Tech Research Institute (GTRI) research engineer who is leading the effort. The ultra-compact device uses acoustic technology to produce a type of signal delay that's essential to phased-array performance; existing phased-array antennas use cumbersome electrical technology to create this type of signal delay.

"Most true time delay equipment currently uses long, meandering electromagnetic delay lines -- comparable to coaxial cable -- that take up a lot of space," Westafer said. "In addition, there are some time delay designs that utilize photonic technology, but they currently have size and functionality drawbacks as well."

The ultra-compact delay device uses acoustic delay lines that are embedded entirely within thin film materials. The component can be made thousands of times smaller than an electrical delay-line design, Westafer said, and it can be readily integrated on top of semiconductor substrates commonly used in radar systems.

A Critical Delay

In a phased array radar system, true time delays are necessary to assure proper performance of the many signal beam producing elements that make up the array. As the elements scan back and forth electronically at extremely high speeds, their timing requires extremely fine coordination.

"The individual antenna elements of a phased array appear to scan together, but in fact each element's signal has to leave up to a few nanoseconds later than its neighbor or the steered beam will be spoiled," explained Kyle Davis, a GTRI research engineer who is a team member. "These delays need to march down each element in the array in succession for a steered beam to be produced. Without correct time delays, the signals will be degraded by a periodic interference pattern and the location of the target will be unclear."

Traditional phased array systems use one foot of electrical delay line for each nanosecond of delay. By contrast, the Georgia Tech team's time-delay design consists of a thin-film acoustic component that's a mere 40 microns square. The tiny device can be readily integrated into the silicon substrate of a radar component, yet it provides the same delay as many feet of cable.

This size reduction is possible because of a simple fact of physics -- sound traveling through the air moves about 100,000 times more slowly than light. As a result, when an electromagnetic wave such as a radar signal becomes an acoustic wave, it slows down dramatically. In the case of the ultra-compact passive true time delay component, the acoustic area of the component furnishes a multi-nanosecond delay in the space of a few microns.

"Microwave acoustic delay lines actually date back to 1959, but our ultra-compact delay's small size represents a significant advance that should allow microwave acoustic delay lines to be manufactured and integrated much more readily," explained William Hunt, a professor in the Georgia Tech School of Electrical and Computer Engineering. "And it's worth noting that this innovative work took place as the result of both strong student participation and very effective collaboration across several Georgia Tech units."

Acoustic Wave Conversion

A phased array radar using the Georgia Tech time delay component could operate like this: An electromagnetic wave is transmitted through an electrical line to the compact time delay device. Then, within the delay device, a piezoelectric transducer converts electromagnetic waves to acoustic waves, and over the distance of a few microns the waves are slowed by several orders of magnitude.

Once the required delay is achieved, the acoustic waves are transduced back to electromagnetic waves, delivered into another electrical line and transmitted by an antenna. A similar but reverse sequence takes place when the radar beam bounces back from its target and is received by the antenna.

In addition to Westafer, Davis and Hunt, the Georgia Tech development team includes GTRI principal research engineers Jeff Hallman and Jim Maloney; GTRI research engineer Brent Tillery and GTRI research associate Chris Ward; School of Electrical and Computer Engineering student Stephen Mihalko, and GTRI student assistant Jonathan Perez.

To date, the Georgia Tech team has successfully demonstrated that the current version of the ultra-compact passive true time delay can handle radar signals at 100 percent bandwidth while delivering a 10 nanosecond delay. The team is presently addressing technical issues such as signal loss, and near-term plans call for the demonstration of an improved device design and the delivery of initial packaged devices to customers.

WASHINGTON (AP) ? Big business and labor have struck a deal on a new low-skilled worker program, removing the biggest hurdle to completion of sweeping immigration legislation allowing 11 million illegal immigrants eventual U.S. citizenship, labor and Senate officials said Saturday.

The agreement was reached in a phone call late Friday night with AFL-CIO President Richard Trumka, U.S. Chamber of Commerce head Tom Donohue, and Democratic Sen. Chuck Schumer of New York, who's been mediating the dispute.

The deal resolves disagreements over wages for the new workers and which industries would be included. Those disputes had led talks to break down a week ago, throwing into doubt whether Schumer and seven other senators crafting a comprehensive bipartisan immigration bill would be able to complete their work as planned.

The deal must still be signed off on by the other senators working with Schumer, including Republicans John McCain of Arizona and Marco Rubio of Florida, but that's expected to happen, according to a person with knowledge of the talks who spoke on condition of anonymity. With the agreement in place, the senators are expected to unveil their legislation the week of April 8. Their measure would secure the border, crack down on employers, improve legal immigration and create a 13-year pathway to citizenship for the millions of illegal immigrants already here.

It's a major second-term priority of President Barack Obama's and would usher in the most dramatic changes to the nation's faltering immigration system in more than two decades.

"The strength of the consensus across America for just reform has afforded us the momentum needed to forge an agreement in principle to develop a new type of employer visa system," Trumka said in a statement late Saturday. "We expect that this new program, which benefits not just business, but everyone, will promote long overdue reforms by raising the bar for existing programs."

Schumer said: "This issue has always been the dealbreaker on immigration reform, but not this time."

The AFL-CIO and the Chamber of Commerce, longtime antagonists over temporary worker programs, had been fighting over wages for tens of thousands of low-skilled workers who would be brought in under the new program to fill jobs in construction, hotels and resorts, nursing homes and restaurants, and other industries.

Under the agreement, a new "W'' visa program would go into effect beginning April 1, 2015, according to an AFL-CIO fact sheet.

In year one of the program, 20,000 workers would be allowed in; in year two, 35,000; in year three, 55,000; and in year four, 75,000. Ultimately the program would be capped at 200,000 workers a year, but the number of visas would fluctuate, depending on unemployment rates, job openings, employer demand and data collected by a new federal bureau pushed by the labor movement as an objective monitor of the market. One-third of all visas in any year would go to businesses with under 25 workers.

A "safety valve" would allow employers to exceed the cap if they can show need and pay premium wages, but any additional workers brought in would be subtracted from the following year's cap.

The workers could move from employer to employer and would be able to petition for permanent residency after a year, and ultimately seek U.S. citizenship. Neither is possible for temporary workers now.

The new program would fill needs employers say they have that are not currently met by U.S. immigration programs. Most industries don't have a good way to hire a steady supply of foreign workers because there's one temporary visa program for low-wage nonagricultural workers but it's capped at 66,000 visas per year and is only supposed to be used for seasonal or temporary jobs.

Business has sought temporary worker programs in a quest for a cheaper workforce, but labor has opposed the programs because of concerns over working conditions and the effect on jobs and wages for U.S. workers. The issue helped sink the last major attempt at immigration overhaul in 2007, which the AFL-CIO opposed partly because of temporary worker provisions, and the flare-up earlier this month sparked concerns that the same thing would happen this time around. Agreement between the two traditional foes is one of many indications that immigration reform has its best chance in years in Congress this year.

After apparent miscommunications earlier this month between the AFL-CIO and the Chamber of Commerce on the wage issue, the deal resolves it in a way both sides are comfortable with, officials said.

Workers would earn actual wages paid to American workers or the prevailing wages for the industry they're working in, whichever is higher. The Labor Department would determine prevailing wage based on customary rates in specific localities, so that it would vary from city to city.

There also had been disagreement on how to handle the construction industry, which unions argue is different from other industries in the new program because it can be more seasonal in nature and includes a number of higher-skilled trades. The official said the resolution will cap at 15,000 a year the number of visas that can be sought by the construction industry.

Schumer called White House chief of staff Denis McDonough on Saturday to inform him of the deal, the person with knowledge of the talks said. The three principals in the talks ? Trumka, Donohue and Schumer ? agreed they should meet for dinner soon to celebrate, the person said.

However, in a sign of the delicate and uncertain negotiations still ahead, Rubio sent a letter Saturday to Judiciary Committee Chairman Patrick Leahy, D-Vt., calling for a deliberate hearing process on the new legislation and cautioning against a "rush to legislate." Rubio and a number of other Republicans are striking a tricky balance as they simultaneously court conservative and Hispanic voters on the immigration issue.

Separately, the new immigration bill also is expected to offer many more visas for high-tech workers, new visas for agriculture workers, and provisions allowing some agriculture workers already in the U.S. a speedier path to citizenship than that provided to other illegal immigrants, in an effort to create a stable agricultural workforce.

Back in the day, the high-tech innovation that rocked my world was a self-correcting typewriter.? Mere keystrokes replaced the black-ink ribbon with a white-out tape so I could erase mistakes by typing.? Absolute bliss for someone living a writing-intensive life.

Today, super-sophisticated computers and electronics are everywhere.? Literally.? Devices are in everyone?s hands (to an annoying extent), implanted in people?s bodies, and managing all manner of data-heavy work like traffic, government databases, massive communications systems, and more.

Electronic technology has become the lifeblood of all developed economies.? Even nature-bound work ? landscape gardeners, wedding florists and farmers ? use computers for billing, research, ordering supplies, advertising their wares.

Ubiquitous.? Critical to everyone?s daily life.

So you would think that America?s K-12 education system would be frantically preparing students for all manner of computer skills, from software engineers to hardware experts.? But how many schools do you know that routinely offer computer science in their curriculum, to most students?

For years now, the business community has been pushing educators to get more students into STEM fields ? without great success.? STEM stands for Science, Technology, Engineering and Math.? The remarkable dearth of qualified employees in these areas means that even during the recent recession, thousands of jobs went begging for lack of trained applicants.

But in last December?s?presentation?to the Massachusetts? Governor?s STEM Council, an industry group, the MASS Tech Hub, made the point that the foundational problem is the lack of computer science.? ?Computing is both the biggest job sector of STEM today?andhas the largest future growth expectations.? ..? Tech isn?t just an industry or a job function, it?s part of nearly every aspect of our economy.?? No STEM job gets done without computer science.

Massachusetts, btw, has perhaps the best trained technology workforce in the country.? Its tech sector produces nearly 20 percent of their Gross Domestic Product.? But they are scrambling for workers.

Between 2010-2020, the Bureau of Labor Statistics expects the current 900,000 software engineering jobs to grow by 30 percent.? The 300,000 computer and information systems managerial jobs will grow 18 percent.? Database administrators, 31 percent.? And that?s not even counting the civil engineers or biochemists and biophysicisists.

Hey, it?s not even considering the Information Technology (IT) person that virtually every organization now needs on staff or available for hire.

Ask any business who needs software engineers if they can find workers.? Mighty slim pickings.? Anecdotally, my data pals report that their new hires are largely self-taught.? Schools are very little help with this problem.

So an industry group has resorted to selling computer science via celebrity gods.? Check out the aptly-named video?What Most Schools Don?t Teach?on code.org.? Super-celebrities like Bill Gates and Facebook?s Mark Zuckerberg, a basketball and a rap star talk about feeling like superstars when they first could make miracles happen on their computer screen.? Anyone, they assert, can read, do math, and program.? Coding is not the exclusive province of nerds and geniuses.? And even if you don?t enter a STEM field, the skills will support any field you choose.

Oh, and the not-so-subtle underlying message is that you too can be obscenely wealthy, famous, and work in cool places with live bands, pools and free lunch.

It quotes the late Steve Jobs, founder of Apple:? ?Everyone in this country should learn how to program a computer because it teaches you how to think.?

Now that I agree with.

So if computer science is a necessary skill, right up there with reading and writing, why isn?t it pervasive in schools?

For the most comprehensive answer,?see?Running on Empty?? The Failure to Teach K?12 Computer Science in the Digital Age.? It says, for example, that even as ?we move toward an ever-more computing-intensive, ? most states treat high school computer science courses as simply an elective and not part of a student?s core education.?

Our system is greatly hampered by the fact that ?government policies underpinning the K?12 education system are deeply confused, conflicted, or inadequate to teach engaging computer science as an academic subject.?

Only 9 states allow computer science to count towards math or science requirements.

If anything, since NCLB?s demand that all kids perform proficiently, according to state standards, computer science has gotten increasingly pushed out of the school day, at best into elective courses ? that displace music and art ? or after-school clubs.

There?s no room for computer science in the conventional 6, 7-period secondary-school day, with its curriculum rooted in the 19th century.

Although, Russia, India and Israel, among others, found ways of embedding it in their schools, K-12.

America?s reputation as the nation of innovators is receding.? The K-12 system needs a re-boot, and not just more tinkering around the edges.

MILAN (Reuters) - Fiat's CEO Sergio Marchionne is being investigated in Italy over allegations of violation of labor rights in a long-running dispute at a factory near Naples, the automaker said on Friday. Power firm CEZ files complaint with EU against Bulgaria

PRAGUE (Reuters) - Czech power producer CEZ filed a complaint with the European Commission against Bulgaria on Friday for the government's moves to take away the company's license in the Balkan country. CEZ has had a rough ride in Bulgaria since public protests against high electricity prices led to the fall of Prime Minister Boiko Borisov in February, and authorities have struck out against CEZ and other power firms.

At least 18 people were killed, with more than 60 believed to be trapped under rubble after a building collapsed in Dar es Salaam Friday. The building was under construction and most of those trapped were laborers, or people passing by.

Poor equipment hampered efforts to rescue more than 60 people believed to be trapped under the rubble, Dar es Salaam commissioner Said Siddiq said by telephone. At least 17 people, three seriously injured, were pulled out of the debris Friday.

Officials said construction work on the building, located on one of the busiest streets in?Tanzania's?commercial center, was about to be completed and that the structure did not have tenants. Most of the people caught in the collapse of the 12-story building were laborers as well as those passing by or loitering nearby. Some witnesses said dozens of construction workers and food vendors were in the building when it collapsed Friday morning and that scores of children were playing soccer in a nearby playground. Others said more than 200 casual laborers and engineers worked on the building regularly.

Siddiq said three engineers who worked on the building had been taken into custody for questioning. In recent years building collapses have become frequent in East African countries as some property developers bypass regulations to cut costs.

Dar es Salaam police have halted work on a 16-story building that was being built adjacent to the one that collapsed, saying the construction project needs to be reviewed. Both buildings have the same owner.

WASHINGTON (AP) ? Prospects for a Senate deal on an ambitious rewrite of the nation's immigration laws improved markedly as business and labor appeared ready to set aside their differences over a new low-skilled worker program holding up the agreement.

The AFL-CIO and U.S. Chamber of Commerce had been fighting over wages for tens of thousands of low-skilled workers who would be brought in under the new program to fill jobs in construction, hotels and resorts, nursing homes and restaurants, and other industries. But on Friday, officials from both sides said there was basic agreement on the wage issue, and Sen. Chuck Schumer, D-N.Y., said a final deal on the low-wage worker dispute was very close.

That likely would clear the way for Schumer and seven other senators in a bipartisan group to unveil legislation the week of April 8 to overhaul the U.S. immigration system, strengthening the border, cracking down on employers, allowing in tens of thousands of new high- and low-skilled workers and providing a path to citizenship for the estimated 11 million illegal immigrants already in the country.

"We're feeling very optimistic on immigration: Aspiring Americans will receive the road map to citizenship they deserve and we can modernize 'future flow' without reducing wages for any local workers, regardless of what papers they carry," AFL-CIO spokesman Jeff Hauser said in a statement. "Future flow" refers to future arrivals of legal immigrants.

Under the emerging agreement between business and labor, a new "W'' visa program would bring tens of thousands of lower-skilled workers a year to the country. The program would be capped at 200,000 a year, but the number of visas would fluctuate, depending on unemployment rates, job openings, employer demand and data collected by a new federal bureau pushed by the labor movement as an objective monitor of the market.

The workers would be able to change jobs and could seek permanent residency. Under current temporary worker programs, personnel can't move from employer to employer and have no path to permanent U.S. residence and citizenship. And currently there's no good way for employers to bring many low-skilled workers to the U.S. An existing visa program for low-wage nonagricultural workers is capped at 66,000 per year and is supposed to apply only to seasonal or temporary jobs.

The Chamber of Commerce said workers would earn actual wages paid to American workers or the prevailing wages for the industry they're working in, whichever is higher. The Labor Department determines prevailing wage based on customary rates in specific localities, so that it varies from city to city.

There was also disagreement about how to deal with certain higher-skilled construction jobs, such as electricians and welders, and it appears those will be excluded from the deal, said Geoff Burr, vice president of federal affairs at Associated Builders and Contractors. Burr said his group opposes such an exclusion because, even though unemployment in the construction industry is high right now, at times when it is low there can be labor shortages in high-skilled trades, and contractors want to be able to bring in foreign workers. But unions pressed for the exclusion, Burr said.

The low-skilled worker issue had loomed for weeks as perhaps the toughest matter to settle in monthslong closed-door talks on immigration among the senators, including Republicans John McCain of Arizona and Marco Rubio of Florida. The issue helped sink the last major attempt at immigration overhaul in 2007, when the legislation foundered on the Senate floor after an amendment was added to end a temporary worker program after five years, threatening a key priority of the business community.

The amendment passed by just one vote, 49-48. President Barack Obama, a senator at the time, joined in the narrow majority voting to end the program after five years.
