Oil and Gas Industry Says Too Many Workers Fail Drug Tests

Development of oil and gas fields in Ohio's Utica shale formation is expected to ramp up in the next two years. But industry leaders say they've hit a snag. Too few potential workers can pass a required drug screen. From Ohio Public Radio member station WOSU in Columbus, Tom Borgerding reports.

The richest deposits of oil and natural gas in Ohio?s Utica shale formation are believed to be in counties east and north of Columbus in the foothills of Appalachia.? There?s new demand for workers. But industry officials say too few qualify, in part, because they cannot pass a required drug screen.

RHONDA REDA: ?This is becoming a bigger problem, or people are finally being made aware that this is a bigger problem than we ever realized.?

Rhonda Reda is head of the Ohio Oil and Gas Energy Education Program. She says abuse of prescription and illegal drugs makes it difficult to find enough workers.

BORGERDING: ?Percentage wise what?s the rejection rate among actual applicants??

REDA: ?From the companies we?ve spoke to and what actual numbers that we?re getting is 50, 60 percent. That?s pretty high.?

BORGERDING: ?50 to 60 percent rejected because of this??

REDA: ?Correct, correct.?

Reda?s organization operates training programs throughout eastern Ohio. She says the industry is in a race against time. So far, it?s added about 39,000 jobs in Ohio but she predicts thousands of new jobs will be added during the next three years. The Ohio Department of Natural Resources says 45 new horizontal wells in eastern Ohio are already producing oil and natural gas.There are permits for nearly 500 more.

New Concord consultant Elizabeth Carter recruits oilfield workers. She conducts recruitment seminars in a bid to find drug-free applicants.

CARTER: ?If you?ve got a crane operator and he?s on Vicodin right now do you want him on your job site? Probably not.?

Carter adds some workers who pass an initial drug screen are employed only a short time.

CARTER: ?You go ahead, you hire them and for whatever reason, you know it?s electronically pulled for random. The next month when you get you?re random list, those new hires are usually on there and that?s when they fail the drug test. They?ve cleaned up for your pre-employment and then think that they?re good to go and then they have positive for a random.?

The Centers for Disease Control says prescription drug abuse is epidemic across the country. Doctor Neil Capretto, medical director of Gateway Rehabilitation Centers, says his treatment centers in Ohio see the problem firsthand. Capretto says he?s not surprised by a 50 to 60 percent rejection rate of potential oilfield workers in eastern Ohio.

CAPRETTO: ?But, particularly its been higher rates in often the working-class areas, communities in Ohio and Pennsylvania because people who are involved with more manual labor, physical type work are more likely to have work-related injuries, go to doctors, get prescription medicine.?

Capretto and Reda both say prescription and illegal drug abuse is a huge problem, and it;s prompting energy companies to bring some workers to Ohio from other states. Reda predicts about 30 percent of new jobs created in Ohio?s oil and natural gas fields will be filled by workers from outside Ohio.

DPAC?s Jekyll and Hyde takes the classic Robert Louis Stevenson novella and turns it into an exciting and perfectly dark edge-of-your-seat thriller. From the moment the curtain opens and a quote from the novella is scrawled, as if by magic, in front of the audience?s eyes, viewers are enthralled. An amazingly high-tech set, which effectively utilizes projection screens, contributes to the ?magic? feel and sometimes lends a cool music-video style to the scenes.

Constantine Maroulis? Dr. Jekyll hits every note as he expresses his desire to create a distinction between the good and evil that lies within man in the early song ?I Need to Know.? His performance continues to be stellar throughout, though he is particularly on-fire as the evil Hyde. In the intense first transformation scene, complete with flashing lights and creepy sound effects, Maroulis instantly and impressively goes from the slightly-nerdy-but-sweet Jekyll to the scarily sexy Hyde. His two leading ladies, sweet Emma (Teal Wicks) and sultry-voiced Lucy (Deborah Cox) also impress. While Wicks has a voice to die for, Cox is steamy, passionate magic onstage. Top moments for her include her bittersweet rendition of ?Someone Like You? and her incredibly soulful performance of ?A New Life.? Minor characters add their own flair and humor, including Dana Costello?s slutty Nellie and David Benoit?s less-than-holy, giant-cross-wearing Bishop of Basingstoke.

The musical clips along at a steady pace, effectively mixing darker moments with lighter ones, and raising questions about the evil that lies within us all. Maroulis? electricity and his ability to switch so convincingly from Jekyll to Hyde go a long way in making the main character understandable, if not exactly likeable. Fans of the original story as well as newcomers will find something to enjoy here and are sure to go home feeling slightly eerie but thoroughly entertained.

Suspect in Benghazi consulate attack released by judge

Citing lack of sufficient evidence, a judge in Tunisia freed Ali Harzi, the only suspect in the attack that killed four Americans. NBC's Brian Williams reports.

A man linked by officials to the attack on the U.S. consulate in Benghazi has been conditionally released by a Tunisian judge, an adviser to Tunisia's justice minister said Tuesday.

The adviser, Kamel Ben-Jaballah, told NBC News that Ali Harzi, 26,?was released from custody by the investigative judge yesterday.

Harzi, however, remains "technically under investigation" and his release is "temporary," Ben-Jaballah said, adding that Harzi is subject to a travel ban that forbids him from leaving greater Tunis.

Harzi's lawyer said that his client, who is Tunisian, was released for lack of evidence.

Harzi's release appears to be a setback to the investigation of the Sept. 11 attack on the consulate that killed four Americans, including Ambassador Christopher Stevens, information management officer Sean Smith and security personnel Tyrone Woods and Glen Doherty.

The investigation in Libya has been stalled due to the weak central government in the face of the powerful militias, some of which?may have been involved in the attack.

An independent panel's report on the Benghazi diplomatic mission attacks cites management failures at senior levels in Washington that resulted in "grossly inadequate" security. NBC's Andrea Mitchell reports.

Harzi was one of very few people in custody in relation to the attack. U.S. officials told NBC News in?December that Egypt had also arrested a member of the group Islamic Jihad for possible links to the attack, but in general they lamented a lack of cooperation from local governments in their investigation and said most suspects remained free.

The attack became a political bombshell in the United States, with critics of President Barack Obama's administration saying that more should have been done to protect the embassy, particularly after officials had requested extra security.

A scathing report cited "systemic failures" within the State Department and was at least partially responsible for the resignation of the?assistant secretary of state for the Bureau of Diplomatic Security. Three other officials were relieved from duty after the report was released.

Harzi's lawyer, Anwar Oued-Ali, said the presiding judge had "conditionally freed" his client Monday night and that he must remain nearby in case he is needed. The lawyer described the release as "correcting an irregular situation" because, he claimed, authorities never had any real evidence.

Harzi was originally detained in Turkey, and in October was extradited to Tunisia, where authorities had said he was "strongly suspected" of being involved in the attack. His lawyer said he was officially charged with "membership of a terrorist organization," a charge punishable by six to 12 years in prison.

In December, FBI officials questioned Harzi for three hours in the presence of a Tunisian judge.
