Library Review Announced After Changes In Technology... | Stuff.co.nz

Staff at Invercargill's public library face an uncertain future after the city council announced yesterday that the library's operations would be reviewed to take into account changes in technology.

The council's director of works and services, Cameron McIntosh, said about 55 people were employed fulltime and part-time at the library and the council was seeking their feedback on the review.

He expected several staff and their families to feel unsettled by the process, but gave an assurance they would all be treated with fairness and integrity, and the process would be transparent and robust.

Mr McIntosh said he could not rule out the possibility of some redundancies, but expected most of the staff to be redeployed within the building.

Technology had changed rapidly since the library opened and the council needed to react with the times, he said.

There had been a significant number of new roles created under the new proposal for the Invercargill library, with Mr McIntosh saying those roles better reflected the changing roles of libraries.

One change would allow library users to take out their own books electronically, with the counter staff to be used more in a service and assistance role, he said.

Increasing numbers of library users were getting e-books out, and were using the internet for research, he said.

The number of hard-copy books at the library was likely to decrease in coming years and the number of e-books was likely to increase, he said.

The council's budget for the library would not be changing, he said.

Public Services Association (PSA) national secretary Brenda Pilott said the body represented about 45 of the Invercargill library staff. It was always a difficult time for staff going through restructuring, she said.

"There is some concern and uncertainty."

The PSA was working closely with the council to ensure the restructuring was not about cost-saving and redundancies, but about refocusing jobs so that they were more aligned with new library technologies and the new digital environment, Ms Pilott said.

"It's important that good quality jobs are maintained and Invercargill ratepayers continue to get quality services."

Trading Volatility Breakouts In The SPDR S&P 500 ETF | Etfs ...

In my firm's last article on the volatility breakout trading strategy, we focused on explaining this trading method in easy to understand terms with clear examples. ?At the end of the article, it was suggested that simply knowing the general ?volatility breakout? approach is not enough to create a very profitable trading strategy. ?In fact, in certain markets and under certain conditions, taking volatility breakouts can be a very counterproductive trading strategy.

What is the key to making this strategy profitable? ?I want to share with you a few of the things that I have found to be highly effective when trading this approach in the S&P 500 (INDEXSP:.INX) stock index futures contract as well as the SPDR S&P 500 ETF (NYSEARCA:SPY).

1.? Volatile market conditions: This strategy works best when the market is frothy with the emotions of speculation and? fear. ?Many would guess that buying upside volatility breakouts would be a great strategy to use during bull markets. ?In fact, this is often not the case. ?Bull markets frequently see volatility compress and trading ranges contract, which takes away the core market conditions where this strategy thrives. ??In fact, 2008 (a year in which the S&P 500 was down around 40%) was perhaps the best year ever to be trading volatility breakout strategies in stock index ETFs or stock index futures.

2. Opening Gaps: For those new to this concept, a price gap is simply when there is a different in price between yesterday?s close and today?s open.? Many traders believe that because markets trade almost 24 hours a day, gaps (as measured by day-session hours) are no longer useful as technical indicators.? ?I have found this to be false. ?Gaps have been and continue to be highly significant events for a number of different strategies, and this is particularly true for volatility breakouts.

3. The swing position of the market. ?By this I mean, ?Where is the current price relative to the recent trading range over ?X? number of days?" ? I used this concept in this article and applied it to just one day. ?However, it can also be applied to a longer period of time. ?I have found that on average, volatility breakouts work best when the direction of the breakout contradicts the swing-position of the market. ?For example:? Upside volatility breakouts work better when the prior day closed at the low end of the recent trading range.

By combining these three factors, you can come up with some very good trading strategies.

Note: None of these ideas involve an ultra-complex pattern or any type of advanced calculations. ?I have known some traders who use very complex, ?if, then?-type logical statements that use a huge number of inputs in effort to find the best trading patterns. ?While this might work for some, I have found that by distilling ideas into the most simple, conceptual form possible, they tend to work better in real time.

NYSE to test new plan; trading floor undamaged by storm

(Reuters) - NYSE Euronext said it plans to test a new contingency plan to help resume stalled U.S. equity trading, and added that its famed trading floor is not yet damaged by Sandy, one of the biggest storms to hit the United States.

U.S. stock markets will be closed for a second day on Tuesday, as Wall Street turns its attention to whether markets would be able to resume functioning on the month's final trading day on Wednesday.

Wednesday is a key trading day because it marks the end of the month, when traders price portfolios.

The bond markets will also close on Tuesday, with traders aiming to reopen on Wednesday.

Sandy forced the first weather-related shutdown of U.S. stock market in 27 years right in the middle of the earnings season, prompting dozens of companies to delay their quarterly results.

If the NYSE headquarters and trading floor are unavailable on Wednesday, trading in NYSE-listed securities will be executed on the Arca exchange, the exchange operator said in a notice issued to traders late Monday. (http://r.reuters.com/der63t)

NYSE Arca will offer firms the ability to test the opening and closing auctions on NYSE Arca on Tuesday from 8 a.m. Eastern Time (ET) until 12 noon ET, the exchange said.

Opening auctions will run at 9:30 a.m. ET (1330 GMT) and closing auctions will run at 12 noon (1600 GMT), the exchange said.

"We stress that, as of now, there has been no damage to the NYSE Euronext headquarters that would impair trading floor operations," NYSE said in the notice.

The NYSE's headquarters is a few hundred yards (metres) up the street from areas of lower Manhattan that have been evacuated.

The contingency plan was described as "precautionary" given the unpredictability of the storm that has flooded parts of New York city.

Nasdaq OMX said in a trader alert late on Monday it would operate its production system in a testing capacity from 7:30 a.m. (1130 GMT) to 12 p.m. (1600 GMT). (http://r.reuters.com/fer63t)

In the event that the markets are able to open on Wednesday but the NYSE headquarters and trading floor in lower Manhattan are unavailable for trading, NYSE Arca would open and trade Tape A equities as usual.

NYSE and the smaller NYSE MKT would remain closed as per the contingency plan.

The NYSE had said on Sunday it planned to close its trading floor and to move all trading to its electronic market.

It backtracked on that idea after traders and regulators expressed concern about moving everything to the all-electronic venue, a plan tested on March 31 but never used live, given the difficulties and low staffing levels due to the storm.

Most fans are unfamiliar with Tom Sermanni, but given the nature of the women?s soccer world, all of U.S. Soccer?s potential hires were relative unknowns. Without a professional league on these shores, we don?t get the constant exposure that makes names for famous names on the men?s side. Who are the Jos? Mourinho, Alex Ferguson, or even Dominic Kinnear of the women?s game? For most, the answer is ?who knows??

So don?t let Sermanni?s lack of name recognition deter you. Go onto your social networking site of choice, search around, and you?ll see a healthy amount of respect underscoring discussion of today?s appointment. Sermanni?s reported affability makes it hard for anybody to be too?flummoxed?by today?s decision.

Don?t underestimate the importance of personality. The U.S. women are a very unique group. That so many strong personalities are able to coexist is indicative of a potentially fragile balance (include obligatory 2007 reference here). Even if it?s not, this is a veteran team with a proven record of success. Having a personality that can promote continuity is a major plus.

Sermanni?s professional soccer life started as a midfielder in Scotland in 1973. He?d eventually have spells in England with Blackpool before ending his career in New Zealand. Soon after, his coaching career began.

Most of Sermanni?s experience has been in Oceania and Asia, initially coaching men in the North South Wales state league. In 1994, he got his first major coaching job when he began his first stint with Australia?s women?s national team. During his three-year spell with the Maltidas, Sermanni qualified Australia for their first World Cup, though the team lost all three games at China 1995 and failed to qualify for the 1996 Summer Olympics.

In 1997, Sermanni jumped back into the men?s game with Sanfrecce Hiroshima of the J-League before moving back to Australia in 1999 to manage the Canberra Cosmos of the now-defunct National Soccer League. He?d stay with the Cosmos until 2001, when he moved back into the women?s game.

That?s when Sermanni ventured to the United States to be part of the Women?s United Soccer Association, serving as an assistant coach with the San Jose CyberRays from 2001 to 2002. In 2003, Sermanni got the head coaching gig with the New York Power, leading the team to a fifth-place finish (after the team came in eighth the year before).

When WUSA folded in 2003, Sermanni briefly coached in Malaysia before starting his second spell with the Matildas in 2004. Australia had qualified for two World Cups in his absence but had yet to win a match in tournament. Now the team was about to make the jump from Oceania to the Asian confederation, where Japan, China, and Korea DPR would all provide significant challenges.

Australia was immediately competitive. Thanks in part to hosting the 2006 AFC Women?s Asian Cup, the Matildas took second place in their first Asian continental competition. Though they lost to China on penalty kicks in the final, they made their first impact on the continent with their semifinal victory over Japan.?Four years later, Sermanni led the Matlidas to their first Asian title, defeating Korea DPR in 2010?s final.

Along the way, Australia started making progress in World Cups. When they showed up in 2007, Australia?s all-time record at finals was two draws, seven losses in nine games. The Maltidas only lost once in China, their 3-2 quarterfinal defeat to Brazil. Four years later, Sermanni?s team replicated the feat, making the quarterfinals before being eliminated by Sweden at Germany 2011.

That progress was about more than Sermanni?s senior level coaching. He was responsible for Australia?s entire women?s development effort, effectively serving as steward for all the talent coming into his senior team. When he returned to the head coach?s job, he sought to inject a more technical style into a team, a requirement in an Asian confederation known for that quality. The result was not only an extremely young team for Germany (average age: 21.7 years) but one that had begun shifting its approach.

It?s a the same type of shift the United States will have to undergo over the next three years. Sermanni instituted the change while Australia was stepping up in competition, yet he improved the team?s results. If the U.S. is going to start being a better possession team, Sermanni may be able to influence that change without sacrificing results.

As for how he?ll set up, there are some tendencies we see in Sermanni?s formations. He plays with four in defense, usually with two-woman midfields. For the most part, he?s played two forwards, one playing in support of the other. The numeric descriptions of the formations may change based on matchups, but those concepts ? concepts we often see in the U.S. Women?s National Team ? form the backbone.

His history may not be adorned with the type of major titles and lauded successes that could be linked to a job of this profile, and his name certainly doesn?t resonate, but that doesn?t matter. In a women?s coaching landscape devoid of Guardiolas and Capellos, Sermanni brings valuable experience to a team that?s going to have to change before Canada 2015. With a personality that?s unlikely to rock boats behind the scenes, he also represents a chance to maintain the team?s off-field balance.

Hurricane Sandy lashes Cuba; Northeast next week?

Hurricane Sandy, growing stronger over warm Caribbean waters, lashed eastern Cuba with heavy rains and rising winds on Wednesday as it bore down on the communist island after ripping across Jamaica.

At least 55,000 people had been evacuated, Cuban officials said, principally because of expected flooding from rains that could total up to 20 inches in some places and a storm surge the Cuban weather service said was already beginning along the southeastern coast.

They said the surge could reach 6 feet, with waves up to 26 feet expected to pound the coast.

Forecasters said there's a chance Sandy will eventually hug the East Coast and possibly even make landfall in the Northeast.

The Weather Channel's Jim Cantore said hurricane-force gusts could start to hit the east coast of Florida by Friday.

One of two computer models being tracked has Sandy moving inland over the Northeast by early Tuesday morning, NBC News meteorologist Al Roker said on TODAY.

That scenario is more likely to play out, he added, if the jet stream curves back and allows "Sandy to hug the coast and bring it as either a tropical storm or very weak hurricane."

In that case, the Northeast could see 10-12 inches of rain along the Eastern Seaboard.

The storm, with sustained winds of 90 miles per hour, was intensifying over 88-degree Fahrenheit waters and could climb from a Category 1 storm to Category 2 on the five-step Saffir-Simpson hurricane intensity scale, the U.S. National Hurricane Center in Miami said in its 11 p.m. EDT advisory.

A Category 2 storm has winds between 96 and 110 mph.

Sandy was located 85 miles southwest of Guantanamo, Cuba, and moving north at 13 mph, the center said.

Flights suspended
The eye of the storm was expected to make landfall near Santiago de Cuba, the country's second-largest city, 470 miles southeast of Havana, Cuban forecasters said.

They said it would cross the island within a few hours, heading north toward the Bahamas, where hurricane warnings have been posted for the southeastern Ragged Islands. A tropical storm watch was in place for south Florida.

The Cuban government suspended flights to and from eastern Cuba, along with bus and train service in the area.

Officials put agricultural products including sugar and coffee into warehouses out of harm's way. Almost 3,000 Cubans working on the coffee harvest in Santiago de Cuba were sent home.

In Holguin province, processing plants for nickel, Cuba's main export, continued operations, Cuban television said.

Cubans said they were battening down the hatches as the storm approached.

"The weather is getting very ugly," said self-employed worker Esteban O'Reilly in Santiago de Cuba.

"I've lit a candle to the Virgin of Charity, the patron saint of Cuba, to ask that Sandy not do much damage," said O'Reilly, 45.

At the Guantanamo Bay U.S. Naval Base, winds near 50 mph were blowing heavy rains sideways and rattling doors at a base hotel, said Reuters reporter Jane Sutton, who was at the base to cover war crimes tribunals.

Electricity was out and all but emergency workers were confined to quarters, she said.

Military officials said most of the 166 prisoners at Guantanamo were already housed in buildings capable of withstanding a hurricane, and the few who were not had been moved to safe quarters.

In Jamaica, Sandy caused widespread power outages, flooded streets, damaged homes and caused at least one death.

"A part of the roof of my veranda just went like that," said Walford Freak, 55, who lives in the coastal city of Iter Boreale. "At least five of my neighbors have lost their entire roofs."

A police official said a man died under a crush of stones that fell from a hillside as he tried to get into his house in a rural village near Kingston, Jamaica's capital.

The Miami area should see the worst from Sandy on Thursday night and Friday, the National Weather Service stated. Strong winds, beach erosion and heavy rain are possible across Southeast Florida, it added.

"It is a big storm and it's going to grow in size after it leaves Cuba," NHC forecaster Michael Brennan told Reuters.

He said the storm's wind field was likely to extend 200 miles west from the center as it passed over the Bahamas, causing "very high surf and dangerous conditions all the way up the east coast into the Carolinas."

"These rains may produce life-threatening flash floods and mudslides ... especially in areas of mountainous terrain," the hurricane center warned.

Storm surge could also raise water levels on Jamaica's south and east coasts by 1 to 3 feet above normal tide levels, the center added, and as much as 4 to 7 feet above normal in the Bahamas on Friday.

Out in the deep Atlantic, Tropical Storm Tony formed overnight but posed no threat to land as it moved northeast.

Parents look on the bright side of kids' worries

ScienceDaily (Oct. 23, 2012) ? Parents consistently overestimate their children's optimism and downplay their worries, according to new research by psychologists at the University of California, Davis, Center for Mind and Brain.

The findings suggest that secondhand evaluations by parents or other adults of children's emotional well-being need to be treated with caution.

Many psychologists and researchers have long held that children under the age of seven cannot accurately report how they feel, said Kristin Lagattuta, associate professor of psychology at UC Davis, who led the study. So behavioral scientists frequently rely on the impressions of parents, teachers and other adults.

However, several studies have shown that parents think their kids are smarter than they really are -- for example, parents often overestimate how well their children will perform on math, language or other cognitive tests.

"We thought this 'positivity bias' also might apply to how parents perceive their children's emotional well-being," Lagattuta said.

Lagattuta, with Liat Sayfan, a postdoctoral researcher at the UC Davis Center for Mind and Brain, and Christi Bamford, a former graduate student at UC Davis, made the discovery while conducting larger studies on individual differences in children's social reasoning.

Rather than rely just on parent questionnaires, the researchers decided to assess kids' views of their own emotions.

They developed a picture-based rating scale that children could use to rate how often they felt different kinds of emotions. The team got the children used to the scale with basic questions such as how often they eat a particular food or wear clothes of a particular color.

In three separate studies involving more than 500 children ages 4 through 11, they found that parents consistently rated their children as being less worried and more optimistic than the children rated themselves.

The questions involved common childhood anxieties such as being scared of the dark, or worries about something bad happening to a family member.

Lagattuta and her colleagues also found that parents' own emotions biased not only how they perceived their children's emotions, but also the degree of discrepancy between the parent and child reports.

The fact that there was a difference between adults and children in rating both anxiety and optimism showed that there wasn't a simple effect of children giving themselves higher scores for everything, Lagattuta said. Instead, children consistently provided higher ratings than parents when reporting their worries and lower ratings than parents when evaluating their feelings of optimism.

Previous research with parents suffering from anxiety or depression have shown that parents' own emotions influence how they evaluate their children's feelings, Lagattuta added. The current findings show that this is a mainstream phenomenon not specific to adults with mood disorders.

The results do not invalidate previous work involving parent reports of children's emotions, Lagattuta said. But they do show that secondhand evaluations by parents or other adults need to be treated with care. Ideally, researchers should get emotion reports of children from multiple sources, including the child, Lagattuta said.

Awareness of this parental positivity bias may also encourage adults to be more attuned to emotional difficulties children may be facing, she noted.

Recently I noticed someone found this blog while searching for ?don?ts for creative writing.? That really got me thinking. Are there such things as creative writing don?ts?

Personally, I?dislike ?don?ts? because they sound so negative. Writing should be fun and the instructions for writing shouldn?t be restrictive. Also,?a lot of writing advice?is subjective ? advice that works for certain people but not for everyone.

However, the more?Creativity and I thought about it the more we realised we could make a positive list of don?ts which?should cover just about all writers.

I?ll let Creativity take it from here.

Don?t Expect Perfection

Yes, yes, we all want to create the best work we can, but perfection is a downright impossibility ? like weedless?gardens and toilet trained puppies (or was that just ours?).

Aiming for the perfect sentence, story, character or description ruins your freedom to create. The fear of imperfection gums up your Creativity?s momentum and leaves him/her immovable in an anxious, sticky mess.

First drafts are rubbish. That?s the nature of first drafts. Most second and third drafts are pretty dreadful too. Instead of letting this stress you, run with it.

Who needs perfection when you can be creatively, imperfectly spectacular?

Don?t Copy Other People?s Work

I?m not talking about plagiarism, which is a foregone no-no. I mean copying someone?s style because you think you have to be just like insert-favourite-author?s-name-here?to be any good.

Each writer has a unique voice. By copying someone else?s voice you?re?missing out on?the thrill of using your own writing voice. It would be?the?equivalent of?speaking like Donald Duck your whole life without ever discovering you?ve got the perfect voice for thriller movie trailers.

If you haven?t found your voice yet then get writing. Don?t go for perfection. Don?t copy someone else?s stuff. Unleash your Creativity at the page and just write what you feel should come from your pen.

Don?t Just Talk or Read About It, Do It!

Writing is sitting down to a computer keyboard or picking up a pen and adding words to a white page, or a pink page, or an orange page?you get the idea.

Writing is about creating words of your own. Don?t just read other people?s words ? write yours!

Don?t Wait Until You?re 70?to Start Writing

You?re never too young to write. Even small children can write endearing stories.

Don?t use your age as an excuse. Use it as an opportunity to capture yourself and your thoughts at this particular age. Give yourself something to look back on and something to?build on as you get older.

Don?t Expect Your Writing Experience to Match Everyone Else?s Writing Life

As mentioned above, there is a plethora of writing advice out there and it won?t all fit with your writing experience.

Some people need silence when writing, others need background music. Some outline before they begin writing, others dive right in. Some have to type their manuscripts, others can only write with the ol? paper and pen. Some people sit right-way-up in their chairs and some people sit up-side-down (or is that just Robin Williams?).

In fact, each project you work on will come out differently. Some stories come easily, others take coaxing, still others require you to get in there with an Egyptian nose hook and?eww.

Ahem, ignore that analogy. It?s given me the heebie-jeebies.

Now, where was I?

Ah yes.

Find what works for you and don?t be afraid to change your writing habits and environment if something?s not working. Follow your Creativity and discover what makes him/her happiest.

What?s better than checking the weather and finding out it?s going to be a beautiful day? Checking the weather with adorable puppies on it, of course. A Miami based startup has just launched Weather Puppy, a brand new weather app that may just be my favorite app this year.

The app has two free themes, an outdoorsy theme and glamour theme, with themes like Fall Colors and Halloween available for $0.99. There is also a customizable ?Add Your Own Doggy? theme, which lets you upload up to seven pictures of your own pup.?The thing that really hooked me on this app though was not just the pictures of dogs,?but that it enables dog-related charities to fundraise using the platform.

Weather Puppy has partnered with 13 different charities. Paws4You Animal Rescue in Miami, which is the organization the founder currently fosters with. They have since added the?Pennsylvania SPCA,?San Diego Humane Society (CA), San Antonio Humane Society (TX), Austin Humane Society (TX), Tampa SPCA (FL), The Anti-Cruelty Society (Chicago), Broward Humane Society?(Ft. Lauderdale), Animal Humane New Mexico,?Humane Society of Utah, Detroit Dog Rescue,?Animal Haven Shelter (NYC) and?Mohawk Humane Society (NY).

?In addition to other support, the big game changer for the charities is that most are going to sell their own branded themes within the app ? giving them a way to fundraise by selling digital content. Most already fundraise by selling physical calendars so this is an easy progression for them and one that opens them up to donors across the country,? says Suraj Hemnani, founder of Weather Puppy.

Another fun thing about this app, as you can see above, is how the dogs change based on the weather. If it?s sunny outside, the featured puppy may be wearing shades. Dark out? Perhaps the pup is sleeping. Cold? They may be hiding under a blanket.

Users also have the ability to share their screen on Facebook or Twitter with a short message. Users can do this once to share to both networks simultaneously as well.

The weather app gives you current conditions (even sunrise & sunset), plus forecasts for the next three days. The data is provided by Weather Underground.
