SEOUL, South Korea (AP) ? North Korea is proposing working-level meetings with rival South Korea in the North Korean border city of Kaesong on Sunday.
The statement issued by Pyongyang also said it would reopen on Friday a Red Cross communication line that the North shut down in March during high tensions with North Korean threats of war and South Korean counter-threats.
The two countries had agreed Thursday to hold talks on reopening a jointly run factory complex and possibly other issues. The South has proposed government-level talks be held Wednesday.
The easing tension comes ahead of a U.S.-China summit in which the North is expected to be a key topic.
